The Isle of Man Government invites expressions of interest from suitably experienced and qualified organisations to coordinate the provision of Medical Services, including the appointment of a Chief Medical Officer (CMO), for Motorcycle Sport Events on behalf of the Department of Economic Development (the Department). Requirements
• The events are held on the TT Mountain Course (IOM TT Races and Festival of Motorcycling) and the Billown Course (Southern 100 MCC).
• The services shall comply with the Auto-Cycle Union (ACU) Medical Standards, and Standing Regulations for Road Racing, the Event Supplementary Regulations and any other Instructions relating to the events.
• The organisation shall provide a CMO who shall be a fully registered Medical Practitioner, licenced to practice, currently revalidated with the General Medical Council (GMC) and have the appropriate Medical Malpractice Insurance. The Defence Organisation providing this cover must be aware of their role in the events.
• The CMO should be familiar with the ACU Medical Standards, National Sporting Code and Road Racing Standing Regulations, as well as the Supplementary Regulations and any Final Instructions relating to the events.
• Previous experience of major incident management planning and medical provision at ACU permitted Road Racing events is desirable.
• The CMO should have a good knowledge of the TT Mountain Course and Billown Course and all systems relating to the Medical Service provision and Serious Incident Management relating to medical matters at events held on those courses.
Prior to each event
• The proposed CMO will be approved by the Race Organiser.
• The CMO will be named in the Supplementary Regulations and Event Programme and will be required to attend pre-event meetings/briefings at Nobles Hospital.
• The CMO will be responsible for liaising with appropriate persons at Nobles Hospital – prior to, during and after the event and to attend meetings as appropriate.
• The CMO shall attend meetings of the Senior Officials as appropriate.
• The service provider shall also be responsible for:
o The recruitment of doctors, paramedics and suitably trained first aid personnel;
o The positioning of Doctors, paramedics, ambulances and First Responders around the TT Mountain Course/Billown Course who will be responsible for reporting to the CMO during periods when roads are closed;
o The positioning of TWO rescue helicopters in conjunction with the Civilian Air Advisor;
o Ensuring that the Race Director and the Clerk of the Course are made aware of the locations of medical assets around the courses;
o Liaison with the Voluntary Aid Societies over their involvement and deployment; (e.g. Hogg Motorsport Association, St John Ambulance and Red Cross);
o Agreeing the content of the Immediate Care Cases;
o Procurement, maintenance, packaging, storage and distribution of the Immediate Care equipment for use on events held on the courses;
o Ensuring that the Immediate Care Equipment is in date and fit for use and where appropriate – serviced as necessary (incl Rescue Helicopters, TM Medipaks and Marshals medical bumbags where allocated);
o Liaison with Chief and Deputy Sector Marshals with regard locations around the courses to place and store the Immediate Care Cases, scoop stretchers and head rests to be used during practice and race sessions;
o Liaison regarding any proposed changes to the drugs or equipment carried in the helicopters or at locations around the courses;
o Coordination of the supply and management of the Controlled Drugs and Prescription Only Medicines to Doctors and Paramedics who wish to use them;
o The checking of registrations of Doctors with the GMC and Paramedics with the Health and Care Professionals Council (HCPC);
o Organising pre-event training for immediate care and helicopter procedures for Travelling Marshals and, where appropriate; Doctors, Paramedics and Marshals;
During an Event
• The CMO and his/her Deputy shall report to Race Control at least 30 minutes before Roads Close in Practice Week and one hour before Roads Close on Race Days.
• The CMO will be required to perform (or arrange) an examination of any competitor involved in an Incident to ensure they are medically fit to continue practice/racing. If they are not medically fit, then the CMO shall ensure they are placed on the ‘Stop List’ to prevent them competing any further.
• At the request of the Clerk of the Course, the CMO shall arrange a Special Medical Examination on any competitor who requires such an examination in order to be allowed to practice/race.
• During Practice/Race periods – in consultation with the Clerk of the Course (or his Deputy) the CMO shall decide on the mobilisation of resources, the priority of casualty evacuations and communicate with Nobles Hospital as appropriate.
• In consultation with the Clerk of the Course (or his Deputy) and the Ambulance Service Liaison Officer, the CMO shall arrange for the provision of medical assistance to civilians around the TT Mountain Course/Billown Course during periods when Roads are closed.
• The CMO shall attend meetings of Race Direction/Stewards as appropriate and give updates on the condition of injured riders and other medical related matters.
The service provider shall also be responsible for:
o Ensuring that adequate medical and first aid facilities are in place around the Grandstand, Paddock and Pit areas during periods when roads are closed;
o Communication with the families and friends of competitors in the event of serious or fatal injuries;
o Arranging professional counselling for post-traumatic stress disorder for any Marshal or Official present at an Incident that may require such counselling;
o Supply, when requested by the Race Organiser, of calibrated Lion Alcolmeters and disposable mouth pieces;
o Ensuring that all Doctors, paramedics, first responders and ambulances have reported to their designated place of duty and are ready for duty;
o Collection of incident response times and other data which may be required to support documentation related to an incident.
Responsibilities after an event
• The CMO shall attend post event debrief meetings as required.
• The CMO shall complete all ACU paperwork relating to medical matters relevant to the event and submit a final report to the Race Organiser.
• The service provider shall provide a report to the Department detailing the key points of the service.
Additional requirements
The service provider shall also be responsible for:
o The design and collation of medical related event paperwork;
o The collation of Information packs for Medical staff;
o Distribution of the TT Mountain Course Incident Management Green Book and other event related information to medical personnel;
o Coordination of the TT Trauma Symposium held on Mad Sunday, arranging speakers as necessary;
o Organisation of any camping requirements for a limited number of medical personnel through the Paddock Manager.
NB: the purpose of the above is not to provide a detailed specification, but to allow organisations to assess whether they wish to express their interest in providing the service and be considered for the formal invitation to tender process.
